This briefing aims to support parish and town councils with updates on the latest information on the Coronavirus (COVID-19) outbreak and how Basingstoke and Deane Borough Council is responding.

Coronavirus help and advice

Details on Coronavirus have been widely circulated. For further details, councillors are recommended to refer to the latest Public Health for England Coronavirus guidance and NHS advice.

Supporting the vulnerable and elderly in our communities

You may have had people in your areas asking you how to volunteer to help vulnerable and elderly people while they are following advice to self-isolate or reduce social contact.  The borough council is partnering with Basingstoke Voluntary Action (BVA) to co-ordinate support for vulnerable residents during the COVID-19 outbreak.

BVA is bringing together a community network to support community organisations and understand where additional support is required across the borough.  The partnership seeks to enhance the significant community work already taking place across the borough and provide a source of further information and guidance.

Working closely with BVA, the borough council will also support residents with the latest advice and help match suitable volunteers to community groups across the borough. This includes answering queries around offering your services as a volunteer, setting up your own group, operating effectively and how to support volunteers.

Basingstoke and Deane Borough Council meeting arrangements

As a result of the Coronavirus outbreak, the council has been reviewing all its operations, including decision making arrangements. We would recommend that parish and town councils do the same.  You may also wish to liaise with the National Association of Local Councils .

The measures in place have resulted in cancellation of meetings, and those that proceed encouraging limited attendance and/or changes to the layout of the room. We are also encouraging members of the public to watch the meetings at home rather than attending, where they are merely observing. 

We are awaiting further details of the government’s recently announced emergency measures to assist local authorities with their decision-making arrangements and will consider them in detail once they have been received.

Advice to parish councillors

We would suggest that parish councillors to try to use technology to replace the need for face to face interaction, wherever possible, and that non-essential meetings, such as briefings and focus groups, may need to be cancelled.

We are saying the pre-arranged appointments they have should be assessed as to whether they are essential or could be made by phone call instead.  For essential meetings parish councillors are advised to contact the household prior to the visit to ask whether anyone in the household is currently self-isolating.

Borough council’s public reception closing

The borough council’s Parklands reception is to temporarily close to the public from Monday (23 March).

The decision has been taken to protect residents and staff following the latest government advice around the COVID-19 outbreak.  As a result of the closure, no face-to-face appointments will be carried out but residents can still request appointments to be carried out via telephone.
